The Pradhan Mantri Gram Sadak Yojana (PMGSY) completed 25 years on December 25, 2025, marking a landmark anniversary since its launch by Prime Minister Atal Bihari Vajpayee on December 25, 2000. The Ministry of Rural Development observed the occasion by reaffirming the scheme as one of Indias most transformative rural infrastructure programmes, aimed at providing all-weather connectivity to previously unconnected rural habitations.
As of December 2025, the programme has sanctioned over 8.25 lakh kilometres of rural roads, of which more than 7.87 lakh kilometres have been completed, reflecting nearly 95 percent physical progress against sanctioned length. Launched in a 100 percent centrally sponsored form, PMGSY has progressed through distinct phases — Phase I focused on universal access, Phase II on consolidation of existing roads, Phase III on strengthening through-route connectivity, and the ongoing PMGSY-IV on connecting remaining unconnected habitations.
Under PMGSY-IV, approved for the period 2024-25 to 2028-29, the target is to build 62,500 kilometres of roads with a total financial outlay of over ₹70,000 crore, connecting 25,000 unconnected habitations. For the financial year 2025-26 alone, around ₹19,000 crore has been allocated to the scheme.
The programme uses the Online Management, Monitoring and Accounting System (OMMAS) for real-time progress tracking aligned with state targets, alongside e-MARG for maintenance management. PMGSY has promoted sustainable road construction through use of environmental materials including fly ash, slag, construction and demolition waste, waste plastic, geosynthetics and bio-bitumen. The scheme is credited with enhancing market linkages, improving access to schools and health centres, boosting agricultural growth and accelerating inclusive economic transformation across rural India.
