On December 3, the third day of Parliament's Winter Session, proceedings commenced in both Houses at 11 AM without incident for the first time in the session. Lok Sabha began with Question Hour, with 20 questions listed. This was a welcome change after the first two days were disrupted by opposition protests over the Special Intensive Revision of electoral rolls.

The resolution of the SIR discussion schedule (agreed for December 9-10) allowed normal business to resume. However, concerns persisted about declining parliamentary productivity — Lok Sabha now averages only 55-70 sitting days per year compared to 120-130 days historically, and bill scrutiny by parliamentary committees has dropped from 60-70% to below 30%.
