Sayar — Detailed Analysis

Sayar (also spelt Sair/Saer) derives from the Arabic/Persian word meaning "movement" or "income from secondary sources." In Rajasthan's revenue system, Sayar covers:

Category Examples
Tree income Timber, fruit trees, firewood, leaf income
Forest produce Gum, resin, tendu leaves, wild grass
Water rights Fishing rights in village tanks/ponds
Mineral income Sand, stone, minor minerals from field boundaries
Grazing rights Income from licensed grazing on field bunds

Sayar is distinguished from "Mal" (meaning crop produce — the primary land revenue). The Patwari records both in the Khasra register, but assessment and collection procedures differ.

PYQ 2023 (5 marks): "Define Sayar under the Rajasthan Tenancy Act 1955."
The examiner expected: (a) definition as non-crop revenue appurtenant to land, (b) specific examples (trees, fisheries, water), (c) its place in the revenue record.
