9.1 What is the Record of Rights?

The Record of Rights (ROR) or Jamabandi is the authoritative document declaring who holds what right in which land. It is prepared by the Patwari every five years in a prescribed form and attested by the Revenue Inspector/Kanungo. It contains:

  • Survey number (khasra number)
  • Area in bigha/biswa (or hectare)
  • Name of landowner
  • Name of cultivator (if different)
  • Nature of tenure (Khatedari, Ghair Khatedari, etc.)
  • Irrigation source
  • Revenue assessment

9.2 Mutation (Namantran/Parivartan)

When tenancy rights change (on death of tenant, on sale, on gift), the change must be formally recorded through mutation (namantran). Procedure:

  1. Application by interested party to Patwari
  2. Notice to all affected parties
  3. Patwari investigates, prepares mutation report
  4. Tehsildar approves the mutation
  5. Updated Jamabandi issued
