Overcoming Communication Barriers
8.1 Active Listening (Carl Rogers & Farson, 1957)
Active listening — the most powerful single tool for better communication — involves:
- Full attention: Removing distractions; maintaining appropriate eye contact
- Non-judgmental stance: Withholding evaluation until the sender finishes
- Reflection: Paraphrasing to confirm understanding ("So what you're saying is...")
- Clarification: Asking questions to resolve ambiguity
- Empathetic response: Acknowledging the sender's emotional state
8.2 Communication Skills for Administrators
| Challenge | Solution |
|---|---|
| Semantic barriers with rural citizens | Use local language (Hindi, Rajasthani, Bhili); avoid official jargon |
| Hierarchical filtering of bad news | Create anonymous feedback mechanisms; psychological safety |
| Grapevine distortion | Increase official transparency; regular team communication |
| Electronic overload | Email triaging protocols; designated communication-free blocks |
| Destructive patterns | NVC training; conflict mediation; appreciation culture |
