Communication (Topic 125) is the connective tissue of all organisational behaviour. Though it never appeared in PYQs (2021, 2023), the expanded 2026 Behavior section — combined with the growing emphasis on e-governance and digital communication in Indian public administration — makes this a probable new examination area. The RPSC examiner is likely to test Shannon-Weaver or Berlo's model, communication networks, barriers (especially psychological and organisational), and the newer dimensions of electronic and destructive communication.

Why communication matters for an RAS officer: A district collector's effectiveness depends entirely on communication quality — conveying policy to frontline workers (downward), receiving ground-level feedback (upward), coordinating with peer officers (horizontal), communicating with media and citizens (external), and managing the unofficial grapevine. Communication failures cause 70% of organisational problems (research by the International Association of Business Communicators, 2019).
