Leadership (Topic 124) never appeared in PYQs (2021, 2023), making it a high-probability new question for 2026. The RPSC syllabus expansion added leadership explicitly under "Behavior and Law," reflecting the understanding that administrative effectiveness is inseparable from leadership quality. The 2026 exam is likely to test at least one leadership theory (transformational vs. transactional, situational leadership) and possibly ask about challenges or the relevance of servant leadership for public administration.

Why leadership matters for RAS officers: A collector, SP, or development officer is a leader by role. RPSC expects candidates to connect abstract leadership theory to ground-level public administration — the District Collector leading a relief operation during floods (transformational), a supervisor managing a routine records office (transactional), or a panchayat CEO facilitating community-led development (servant leadership).
