Development Administration at the District Level

5.1 The Collector as Development Administrator

Post-independence, the most significant addition to the Collector's role has been development administration. The Collector now functions as the nodal coordinator for all Central and state development schemes at the district level.

5.2 Major Central Schemes in Rajasthan (Collector-coordinated)

MGNREGS (Mahatma Gandhi National Rural Employment Guarantee Scheme):

  • 100 days of guaranteed wage employment to rural households
  • Collector is the implementing and supervisory authority at district level
  • Rajasthan is one of the major users of MGNREGS funds (high rural poverty, drought-prone)

Pradhan Mantri Awas Yojana — Gramin (PMAY-G):

  • Housing for the rural poor; Collector approves beneficiary lists
  • Social Audit: Gram Sabha verifies eligibility — the Collector ensures social audit compliance

Pradhan Mantri Gram Sadak Yojana (PMGSY):

  • Rural road connectivity; Collector monitors implementation
  • District-level Quality Monitor system under Collector

Jal Jeevan Mission:

  • Piped water supply to all rural households; DM heads District Water and Sanitation Mission

Rajasthan-specific schemes coordinated by Collector:

  • Mukhyamantri Chiranjeevi Swasthya Bima Yojana: Health insurance scheme monitoring
  • Indira Gandhi Matritva Poshan Yojana: Maternity nutrition support
  • Rajasthan Sampark Portal: Citizen grievances tracked at district level

5.3 Social Welfare and Citizen Services

The Collector is also responsible for:

  • Caste and income certificates: Authorising issuance by Tehsildars
  • Scheduled Caste/Tribe protection: Implementing SC/ST (Prevention of Atrocities) Act — monthly review of atrocity cases
  • Right to Education Act: Monitoring school enrolment at district level
  • Annapurna Food Scheme / PDS: Fair Price Shop management and vigilance against corruption
