Social Audit
6.1 Concept and Origin
Social audit is a process by which people directly and collectively examine the implementation of a public programme — checking actual expenditures, work done, and beneficiaries against official records. It goes beyond financial audit by:
- Including community participation in verification.
- Public Jan Sunwais (public hearings) where evidence is presented.
- Focusing on outcomes and inclusion, not just financial compliance.
Origin in India: The Mazdoor Kisan Shakti Sangathan (MKSS), led by Aruna Roy, Nikhil Dey, and Shankar Singh in Rajasthan (1990s), pioneered the Jan Sunwai (public hearing) as a tool to audit government expenditures in rural areas — examining muster rolls, bills, and actual wages paid vs recorded. This movement led directly to the Right to Information Act 2005.
6.2 Social Audit Under MGNREGS
Section 17 of MGNREGA (2005) mandates Gram Sabha social audits of all MGNREGS works at least once every 6 months. The Ministry of Rural Development's Social Audit Rules (2011) further specify:
- Independent Social Audit Unit (SAU) at State level.
- SAU must be independent of the State rural development department.
- Jan Sunwai (public hearing) in the presence of an independent facilitator.
- CAG provides technical guidance; National Level Monitor (NLM) system for independent checking.
Process of MGNREGS Social Audit:
- Village Resource Person (VRP) collects official records (muster rolls, MB, bills).
- Door-to-door verification with workers.
- Community verification of actual works vs records.
- Jan Sunwai — public presentation of findings; citizens raise grievances.
- Action Taken Report (ATR) — government must respond to findings.
6.3 Social Audit Gaps
