4.1 Scale and Composition

The Indian diaspora is the world's largest — approximately 32 million people of Indian origin across 110+ countries.

Two legal categories:

  • NRIs (Non-Resident Indians): Indian citizens living abroad
  • PIOs (Persons of Indian Origin): Foreign nationals with Indian ancestry (up to 4 generations); merged into the OCI (Overseas Citizen of India) card scheme

4.2 Remittances

India is consistently the world's largest remittance recipient:

  • 2023: $125 billion (World Bank estimate)
  • 2022: $111 billion
  • Key source countries: USA, UAE, UK, Canada, Saudi Arabia
  • Remittances support household consumption, education, and poverty reduction in Bihar, UP, Kerala, Rajasthan, Punjab, and Andhra Pradesh
  • Remittance-to-GDP ratio: ≈3.4% (2023)

4.3 Diplomatic Leverage

Three dimensions of diaspora as strategic asset:

Political influence:

  • Indian-Americans: 15+ members of US Congress (Ro Khanna, Pramila Jayapal)
  • Tech CEOs: Sundar Pichai (Google), Satya Nadella (Microsoft), Parag Agrawal (Twitter)
  • These networks create a natural constituency for India-US ties

Economic bridge:

  • Diaspora facilitates FDI, knowledge transfer, and trade (Silicon Valley India tech ecosystem)
  • Rajasthan Marwari business community embeds India in Middle East commerce

Gulf energy diplomacy:

  • India's annual energy imports: $150 billion from Gulf
  • 8+ million Indians in GCC are critical for maintaining bilateral relations

Pravasi Bharatiya Divas (PBD):

  • Celebrated annually on 9 January — anniversary of Gandhi's return from South Africa (1915)
  • Convention brings diaspora leaders together (Indore 2023, Bhubaneswar 2025)
  • Pravasi Bharatiya Samman Award — highest honour for diaspora members
  • MEA's Know India Programme for diaspora youth

OCI Card:

  • Multi-purpose, multi-entry, lifelong visa; exemption from police registration
  • Parity with NRIs for most purposes (except agricultural land purchase, political office)
  • Replaces PIO card (discontinued 2015); ≈4 million OCI cards issued
