5.1 Congress Candidate Selection
Congress uses a multi-stage process for ticket allocation:
- Surveys by central observers: AICC (All India Congress Committee) sends observers who conduct constituency-level surveys on winnability
- PCC recommendation: Pradesh Congress Committee recommends 2–3 names per constituency
- CEC (Central Election Committee): Final candidate list approved by CEC — comprising PM-level leaders and party president
- High command override: In controversial constituencies, AICC general secretaries override PCC recommendations
Rajasthan 2023 Congress ticket distribution reflected factional tensions — Gehlot loyalists received more tickets than Sachin Pilot's faction; several Pilot-camp leaders were denied tickets or given weaker constituencies, deepening organizational fractures.
5.2 BJP Candidate Selection
BJP's ticket allocation process operates through four layers:
- BVP (Booth Victory Programme) data: Booth-level voter sentiment data collected via IT cell
- Surveys by regional secretaries and state leadership
- Parliamentary Board: Final authority for ticket allocation
- Margdarshak Mandal and RSS input: RSS organizational assessment carries weight in borderline cases
2023 BJP strategy: The decision to field a fresh face (Bhajan Lal Sharma, first-time MLA) as CM post-announcement sent a strong signal about BJP high command's control over Rajasthan BJP. It specifically signaled that Vasundhara Raje's claim to the CM's chair was not automatic, reinforcing centralized party discipline.
