3.1 Chief Ministers: Political Profiles

Bhairon Singh Shekhawat (1923–2010)

The tallest BJP leader Rajasthan has produced. A self-made OBC leader (Shekhawat caste), he embodied the transition from Congress dominance to competitive politics. He served as three-time CM (1977–79, 1990–92, 1993–98) and India's 12th Vice President (2002–07).

His governance style was pragmatic — combining Hindu nationalist ideology with strong rural development rhetoric:

  • Annapurna Yojana for food security introduced as an early innovation
  • Groundwater mission policies for rural water management
  • Strong mobilization of Rajput-Shekhawat community alongside OBC constituencies

Ashok Gehlot (born 1951)

A three-time CM (1998–2003, 2008–13, 2018–23) and the most electorally experienced Congress politician in Rajasthan. From the Mali community (OBC), his political base combines urban trader and merchant communities, Dalit voters, and minority support.

His governance was characterized by welfare scheme expansion:

  • Chiranjeevi Health Scheme — universal health coverage
  • OPS (Old Pension Scheme) restoration — major electoral promise
  • Indira Rasoi — subsidized community meals
  • Also marked by factionalism and the "Sachin Pilot rebellion" of 2020

Vasundhara Raje (born 1953)

A two-time CM (2003–08, 2013–18) and daughter of Jiwajirao Scindia (Gwalior royal house). She represents the convergence of aristocratic legacy, BJP organizational support, and urban-developmental governance.

Key policy milestones:

  • First term: launched Rajasthan Vision 2020 development document
  • Second term: Bhamashah Yojana (later evolved into Jan Aadhaar) and Rajasthan Investment Promotion Scheme 2014
  • Relationship with RSS/BJP central leadership was periodically tense, leading to her sidelining in 2023 candidate selection

Bhajan Lal Sharma (born 1964)

Rajasthan's current CM (December 2023–present) is a surprising choice — a first-time MLA who won from Sanganer constituency (Jaipur). He represents the BJP's organizational cadre stream: a full-time RSS-BJP pracharak with deep party experience as State General Secretary.

His appointment signals the BJP high command's preference for loyalty over regional feudalism, overriding claims of Vasundhara Raje and Gajendra Singh Shekhawat. His governance has focused on implementing central government schemes and BJP's Rajasthan Sankalp Patra (2023 manifesto) commitments.

3.2 Women's Political Leadership

Despite reservation provisions, women's top-level leadership in Rajasthan has been concentrated. Notable leaders include:

  • Vasundhara Raje — the only woman CM of Rajasthan, serving two terms
  • Girija Vyas — veteran Congress leader, former Union minister
  • Diya Kumari — BJP leader, former princess of Jaipur, now Deputy CM (2023)
  • Pushpa Kolo — first woman President of Rajasthan (Governor acting in that role)

2023 Women Representation

  • 24 women MLAs out of 200 (12%) — BJP: 13, Congress: 10, Others: 1
  • Women Deputy CM: Diya Kumari (BJP, Vidyadhar Nagar) — historic precedent
  • Lok Sabha 2024 (Rajasthan): Women won 3 out of 25 seats (12%)
