Northeast Insurgencies

3.1 Structural Causes

The Northeast region (Assam, Arunachal Pradesh, Meghalaya, Manipur, Mizoram, Nagaland, Tripura, Sikkim) has experienced insurgencies rooted in multiple structural factors:

  • Ethnic and tribal identity: 220+ distinct tribal communities; historical kingdoms (Manipur, Tripura) integrated into India; sense of cultural distinctiveness from mainland India
  • Demographic pressures: Immigration from Bangladesh; Bengali settlement in Assam/Tripura; Bru migration from Mizoram
  • Economic marginalisation: Despite rich natural resources (oil, forests, biodiversity), region remains underdeveloped; infrastructure deficits
  • Historical grievances: Naga people's claim of sovereignty pre-dating India; Manipur's contested merger
  • External support: Some groups received support from China (historical — CPI-ML NE groups), Myanmar, and Bangladesh

3.3 Key Recent Developments

Naga Peace Process

Since the 1997 ceasefire with NSCN(IM) and the 2015 Framework Agreement signed by PM Modi and NSCN(IM) leader Thuingaleng Muivah, negotiations have centred on the NSCN(IM)'s demand for a separate Naga flag and constitution — incompatible with the Indian Constitution. As of 2025, a final settlement remains elusive despite 80+ rounds of talks.

Manipur Crisis (2023–24)

Ethnic violence between Meitei (valley-based; majority) and Kuki-Zo (hill-based; tribal; ST status) communities began May 2023, triggered by an HC order asking government to consider Meitei ST status demand.

  • Over 200 dead, 60,000+ displaced, 3,000+ houses burned
  • SC took suo motu cognisance; CBI investigating
  • Peace remains fragile as of 2025

Bru-Reang Settlement (January 2020)

A landmark settlement was signed between the Central Government, Mizoram, Tripura, and Bru-Reang community representatives. 37,000 Bru refugees who had fled from Mizoram to Tripura in 1997 were permanently rehabilitated in Tripura with land, housing, and employment assistance. This is considered a successful peace and reconciliation model.
