6.1 The Proposal

The High-Level Committee on Simultaneous Elections, chaired by former President Ram Nath Kovind, submitted its report in March 2024. Key recommendations:

  • Phase I: Hold Lok Sabha and State Assembly elections simultaneously (based on Articles 83 and 172 amendments)
  • Phase II: Synchronise Panchayat and Urban Local Body elections with Phase I within 100 days
  • All State Assemblies to be brought to a single synchronised cycle — states with different terms to have their terms shortened or extended to align
  • Hung assembly/premature dissolution: If no government can be formed, mid-term elections to be held only for the remainder of the cycle
