HRM has never appeared as a direct question in either 2021 or 2023 RPSC RAS Mains — making it a high-probability topic for 2026. As the syllabus explicitly lists "planning, recruitment, selection, training, appraisal, modern trends," each of these sub-components is a standalone 5-mark question candidate.

The field has transformed from Personnel Administration (administrative, reactive, record-keeping) to Human Resource Management (proactive, strategic, business-partner model). Today, leading HR thinkers like Dave Ulrich (University of Michigan) advocate for HR as a strategic business partner — not merely an administrative function.

India's labour market context: With a working-age population (15–64) of ~930 million in 2024 and a growing demographic dividend, India's HR challenges include: closing the skill gap (World Economic Forum: 60% of Indian workers need reskilling by 2027), reducing gender disparity in workforce participation (female LFPR: ~37% in 2024 per CMIE, rising from 23% in 2017), and formalising the informal sector (85%+ of India's 500 million workers are in informal employment).
