Jan Aadhaar and DBT — Welfare Delivery Architecture

What is Jan Aadhaar?

Jan Aadhaar is Rajasthan's unique family-level identity and entitlement platform, distinct from the national Aadhaar (individual biometric ID):

  • Jan Aadhaar Card — 10-digit family identity number linking all family members; single identifier for all state government welfare schemes
  • Coverage: 7.67 crore registered members (as of 2025)
  • Linkage: 600+ welfare schemes routed through Jan Aadhaar DBT — eliminating duplicate beneficiaries, ghost beneficiaries, and leakage
  • Unique feature: Family-level architecture allows household-based entitlement mapping (ration, pension, scholarship, health insurance) unlike individual-based Aadhaar

DBT Scale in Rajasthan

  • Cumulative DBT in Rajasthan: ₹3,14,385.88 crore transacted
  • 2024-25 DBT (up to December 2024): ₹27,494.31 crore with 5.71 crore beneficiaries (Source: DBT Bharat Portal; cited in Rajasthan Economic Review 2024-25)

Scheme-wise DBT Delivery

Jan Aadhaar integration with welfare delivery is itself a frequent PYQ sub-topic — examine it as a governance innovation for targeted welfare delivery.
