Digital Service Delivery Architecture
Rajasthan's digital service delivery rests on three interconnected platforms: Jan Aadhaar (identity and benefit delivery), E-Mitra (service access), and Direct Benefit Transfer (fund disbursement). Together these form a complete chain from identification to entitlement.
3.1 Jan Aadhaar — Social Security Delivery Platform
Jan Aadhaar replaced the earlier BHAMSHAH scheme as Rajasthan's primary family identity and benefit delivery platform. Key features:
- Single family identifier: one Jan Aadhaar ID per household, with female head as primary holder
- Integration depth: 175+ state and central schemes integrated on the platform
- Transaction volume: ₹78,300+ crore cumulatively transacted through Jan Aadhaar-linked DBT
- Coverage: 7+ crore beneficiaries registered
- KYC linkage: Aadhaar-seeded for authentication, preventing ghost beneficiaries
- Mobile wallet: Jan Aadhaar-linked mobile wallets for last-mile digital payments
Jan Aadhaar functions as the single source of truth for beneficiary databases across all departments — eliminating duplication that previously allowed a single household to draw benefits multiple times under different identifiers.
3.2 Direct Benefit Transfer — Eliminating Leakages
Direct Benefit Transfer (DBT) routes government subsidies and entitlements directly to beneficiaries' bank accounts, bypassing intermediaries. Rajasthan's DBT performance:

In 2024-25, Rajasthan extended 100% digital payment adoption across all districts — all 50 districts were selected for complete payment digitisation (June 2024). DBT eliminates leakage (where intermediaries siphon funds), duplication (multiple beneficiaries with same identity), and exclusion errors (eligible households wrongly excluded from beneficiary lists).
3.3 E-Mitra — Single-Window Service Delivery
E-Mitra is Rajasthan's flagship single-window platform for citizen service delivery. Launched in 2004 and continuously expanded, it now:
- Delivers 450+ government services across departments (certificates, licenses, utility bills, land records, social security)
- Operates through 55,000+ kiosks covering all 50 districts, including rural panchayats
- Integrates digital payment gateways — Paytm, m-Pesa, and Net Banking
- Issues certificates with digital signatures, eliminating the need to visit government offices
E-Mitra is the physical embodiment of RGDPS Act guarantees: the kiosk operator acts as the interface, the platform carries the legal obligation, and the citizen receives a time-stamped acknowledgement that starts the compliance clock.
3.4 Jan Soochna Portal — Proactive Disclosure
Launched in September 2019, Jan Soochna Portal (jansoochna.rajasthan.gov.in) is India's first proactive disclosure platform — a distinction of national significance. Unlike RTI (which requires a citizen to ask), Jan Soochna makes data publicly available without any application:
- Coverage: information from 100+ departments and 100+ government schemes
- Data categories: beneficiary lists, scheme eligibility, payments made, public procurement, contractor details, village-wise development expenditure
- Access: web and mobile-friendly; available in Hindi
- Impact: Citizens can verify whether they are listed as beneficiaries of MNREGS, pension schemes, ration cards, and other entitlements — without needing to file RTI
Jan Soochna operationalises Section 4 of the RTI Act 2005 (which mandates suo motu disclosure) at an unprecedented scale and granularity. It received the United Nations Public Service Award 2021 in the Governance and Public Service category.
3.5 Apna Khata — Land Records Digitisation
Apna Khata (e-Dharti) is Rajasthan's land records digitisation portal. All land records for the state's 33 (now 50 after 2023 district reorganisation) districts are accessible online:
- Citizens can access Nakal (certified copy of Record of Rights / Jamabandi) instantly
- Mutation (Namaantaran) applications can be filed online
- Integration with revenue courts for tracking land dispute cases
- Linkage with E-Mitra for certified copies requiring stamp duty payment
Prior to Apna Khata, obtaining a land record copy required visiting the Patwari's office, often involving informal payments. Digital land records are foundational to agricultural credit access, property transactions, and social security enrollment — all of which use land ownership as proof of eligibility.
