Introduction and Syllabus Scope
1.1 What the Syllabus Covers
The RPSC 2026 Mains syllabus includes Infrastructure under Paper I, Unit 2 (Economics), Part B. This topic covers four interconnected domains:
- Power sector — generation, transmission, and distribution
- Transportation — roads, railways, and air connectivity
- Public-Private Partnership (PPP) — models, Rajasthan portfolio, governance
- Externally aided projects (EAPs) — multilateral finance, outcomes, compliance
The scope is explicitly Rajasthan. The examiner expects state-specific projects, capacities, targets, and scheme names — not merely national infrastructure concepts.
1.2 Why Infrastructure Matters for Rajasthan
Infrastructure underpins Rajasthan's economic aspirations articulated in the Viksit Rajasthan 2047 vision and the Rising Rajasthan Global Investment Summit 2024 (₹35 lakh crore MoU commitments). Without reliable power, connected roads, and institutional frameworks for private finance (PPP) and concessional foreign capital (EAPs), industrialization and agriculture remain constrained.
See Topic #35 for industrial linkages, Topic #31 for macroeconomic context, and Topic #32 for public finance allocations that fund infrastructure.
1.3 Exam Expectations
With PYQ Tier 3 (2 appearances in 5 exams), questions have focused on:
- Renewable energy achievements — Bhadla Solar Park, 115 GW target
- PPP model — definition, models, Rajasthan statistics
- Road network statistics — total length, NH length, PMGSY
- EAPs — lending agencies and concessional finance rationale
Factual recall of capacity figures and scheme names is prioritized for 5-mark questions. Ten-mark questions may ask for evaluation of PPP outcomes or renewable energy strategy.
What falls outside this chapter: national-level infrastructure financing framework (Topic #25), industrial estates and RIICO specifically (Topic #35), and fiscal framework for infrastructure budgeting (Topic #32).
